Mr. Martinez attended elementary school in Fajardo, Puerto Rico. where his ancestors originated, Bobby Love's passion for the radio began in high school under supervision of his godfather, an engineer who permitted him to practice as a disc jockey at WMDD. In 1959, just one year after beginning, he was granted permission to work during the holiday season, and he was so grateful for that. These opportunities inspired him to enroll in a communication program at Interamericana University of Puerto Rico. Papi Love is an accomplished entrepreneur owning various radio stations as well as television stations on his native island of Puerto Rico. One of those radio stations, Radio Salvación en Quebradilla, Puerto Rico, was completely devoted to Christian programming. His television stations, one in Fajardo, Channel 59, and the other in Vieques, Channel 28, as well as the radio stations were always devoted to serving the community, presenting community issues, and allowing the public to have a voice by which to express their feelings and concerns, even on issues and matters as they relate to community. He also organized the Happy Boys Steel Band after being taught by local Crussian steel pan musician, which was actually the first one from Puerto Rico. His professional career has included working as a news reporter for the Associate Press of Puerto Rico, a DJ, a dramatic actor, a comedian, a show producer at the Jefferson Theater at the Polo Theater in New York City, owning a publicity agency in Puerto Rico, and even serving as a special assistant for planning issues to the former governor of Puerto Rico, Don Luis A. Ferrer. 0:20:53 His resume is quite impressive and inspirational. Papilov established a radio station on St. Croix shortly after his relocation to the island in 2002. As a radio personality, his objective has always been and will continue to be to provide community with opportunity to express their rights to freedom of speech while also acting as a catalyst for information and public service. His presence in the public arena and his activity within the community has helped many people meet the cost for their medical expenses. He has been instrumental in organizing members of the Hispanic community so they can contribute to be involved and have their voices heard. Mr. Jose Martinez has also been part of various nonprofit organizations such as Caritas Alegre, which served those that had different health issues and needed assistance in whether it was plane tickets to seek medical attention or different type of instruments and equipment to take care of their medical needs. To them more than ever, our youths need spiritual uplifting and constant prayer, and Latino 81.9 does that. Christian programming does fit the environment. Papi Love 0:31:54 came to our beautiful island of St. Croix 20 years ago and established the first Hispanic radio station serving our Hispanic community at large. Something that I really admire about Mr. Martinez is that he's a philanthropic man, very romantic compassionate sensitive and concerned about others need he has been collaborating with the red cross or the non-profit organization at caritas alegres happy faces he was an active member of this organization donating free air time for radio marathons the collective money was used to help children with terminal or real health conditions it covered air transportation expenses and boarding for their children and their parents in the USA. 0:33:47 He also sponsored Airtime to help people in need of kidney transplant and treatment. This radio station also has been used to help transport the disease of a loved one from the U.S. to St. Croix, from St. Croix to the Dominican Republic and other nearly islands. His radio station is always available, free of charge, when they are not political citizens, and for senators and other community leaders to inform about their endeavors. He also dedicated weekends, Saturdays and Sundays, for Christian programming in both languages, English and Spanish. I must say that several pastors, as a matter of fact, has testified on his behalf today, and that speaks volumes. They spoke of his compassion, his sensitivity, his love for the people, and basically his concerns for others. And I really appreciate that. And if we have more individuals like that in our community, it will make us all better for it. He's a man of my own heart, to be honest with you. I have been fortunate enough to also be bitten by the love of radio and being a station owner myself i fully understand some of the pathways that he has gone through i had the fortune of meeting mr poppy love several years ago at the radio one station and had a brief conversation with him outside of at least several conversations i've had when i am over on the island of saint croix one of the things i do do is head over to his station and really get an opportunity to speak to his audience so i always thanked him for being gracious in allowing me to do so but what i would love to ask you from one station owner to another and one that loves the community in really sharing and utilizing these mediums to really reach out what is what is what is your greatest fulfillment I understand he's not up. And I am definitely in support of this measure thank you thank you so much senator francis heiliger at this time the chair would like to recognize the secretary of the 34th legislature of the virgin islands and co-sponsor of the bill that we are considering and discussing this morning senator genevieve whitaker senator Whitaker welcome and Senator Whitaker is a non-member you may proceed to discuss the bill for three minutes good morning good morning chairwoman good morning to our colleagues good morning to people virginals and a special good morning to our testifiers and our honorable honorable honoree um mr poppy love jose martinez i wanted to say that um that it's just i i echo all the sentiments that have been shared today and i joined of course with senator caddy on in knowing the importance of the role that poppy love has had in the the lives of as a community and i can i just i'll put on the record and speak to my um you know it's i've known him for a few more than a few years really and Papi Love as shared by his family today and the pastors he just gives effortlessly you know you when you when you engage with him he's always encouraging and he's always encouraged me um for me just in terms of my political efforts and everything but more specific as an individual and that speaks volume and one of the things that I also emphasize as we go through this resolution process we honor him some of the things that he has asked for Papi Love has asked for us is to raise a level of commitment to persons with Spanish speaking 1:03:27 community and that's even by way of services that more and more of our government services are make sure we have you know we have the information in the Spanish language and one of the things that I will continue to push for is to raise a level of bilingualism support for our English learners but even as a community as we embrace and we celebrate each other um really putting forward efforts to learn the spanish language right now as i look through what's going on in school wise we have for example for a long time the catholic schools and for example some of the private schools you know they start spanish from kindergarten and preschool and and in public school they still you know we still have to look at that we really have this language throughout from from all the grades and with government services really working more towards that is of course make sure we hire more and more persons who speak the spanish language and also the information in spanish but i want to turn over to the to the testifiers and just allowing each of you just to put on the record um how how do you think we can work more as a community um to raise the level of commitment to the spanish-speaking community and some ways that we as a government and make those make those improvements and any anyone um sons um pastors and anyone want to speak on that you're talking about how uh the bilingual yeah how we can improve how we can improve and and some of the uh the wishes of puppy love with respect to improving services for people who speak Spanish? 1:05:18 Well, the services that Latino 91.9 is rendering is not only for the Hispanic community. You know that also the news and some issues being in the English language and being translated to Spanish. But I believe that we are in the Caribbean, we are a mixed ethnic people, and Spanish is the most language after the English that is spoken. 1:06:55 So it's really nice to feel like in home, especially for people that come that do not speak the language, the English language. I definitely want to commend the bill's sponsors, Senators Carrion, Whitaker, as well as Boquez bringing this bill forward and for highlighting a great man definitely a man of God he's joined the word love and love is God and God is love to his name and to hear the the multitude of accolades that have been bestowed upon him by the testifiers today and also in the reading of the resolution that we are considering today. I definitely I will be voting in favor of the resolution but one of the things I wanted to highlight and I believe one of my colleagues also highlighted in the resolution and it's in the last whereas clause is where it states Papi Love was asked if he feel accomplished and his response was yes and no. He said yes because he has a great wife and And that's kudos to that lady right there in our conference room behind of him and sitting beside him and two sons who both carry his name and has followed in his steps. Mr. Martinez, like you heard in the testimony, is not an average broadcaster, radio broadcaster, and hence the reason why we are here, because he goes above and beyond in his line of duty and he truly is a public servant as you heard in the testimony even when it comes to informing keeping the community informed regardless if the information is being paid for or not he really ensures that the community is aware of the things that are taken place uh in the territory and like you heard uh you know his service goes beyond the walls of radio station but he has a philanthropic heart and has given so much over the years 1:13:36 just the nickname by which known uh which is poppy love uh really speaks about the translation of that and how it came about is the love of a father because he has demonstrated that over the years he might only have two biological sons but he has many sons and daughters that he has adopted over the years and that he has trained and he has mentored and even here in the virgin Islands. If we really would take out the time to testify and speak about the lives that he has touched over the years, we really wouldn't have time and space and resolution to be able to put that information in because it has really been many. So I just want to express my gratitude because he has really been a beacon of light, not only for the Hispanic community, but we feel very proud of that because there is a Spanish radio station by which the Hispanic community can receive information. But for the territory in general, in moments when we've been faced with the threat of a hurricane, being there while the storm is hitting the territory, keeping the community informed, being willing to sacrifice and risk your own life to ensure that others or being assisted in help, pulling out of your own pocket to help someone in need who needs some medical assistance. 1:15:45 I mean, so many, so many things we can speak about his contribution to the territory. So I want to express my gratitude to him for coming and staying here in the territory and continue to be that beacon of love to all of us in the Virgin Islands. So truly deserves the recognition. It is an honor to appear before you today to present on Bill 34-0153, a resolution honoring and commending Command Sergeant Major Charles David for his service to the Virgin Islands National Guard. These three hallowed words reverently describe Command Sergeant Major David and many others who serve in the military. These are the values that Command Sergeant Major Major David has lived by for over 50 years. I met then Sergeant First Glad David as a young private in 1979 i observed and witnessed he was a quiet cheerful knowledgeable and experienced non-commissioned officer a soldier over the years i admired how from generals to privates would go to him for information and with no manual he would quote the regulations verbatim with accuracy and with surety he was our google search engine back in those days later in my career i got many opportunities to work closely with him he was considered a very top-notch non-commissioned officer he became proficient experienced and knowledgeable in the major war fighting functions force protection command and control logistics and intelligence however he excelled in training he had a passion for training he would work 24 7 if he needed to to ensure that service members fully understood the requirements and the impact if it was not completed in accordance with the regulations. This leads me to my characterization of Command Sergeant Major David. My three D's are determination, dedication, and 2:44:49 devotion. Determination is a firmness of purpose, a firm or fixed intention to achieve a desired end, a man of great courage. He had fierce determination to succeed, although many obstacles were placed in his path along his military career. However, he succeeded because of sheer grit and determination. He is a professional soldier, one who is required to uphold the laws by not violating individual rights. As a professional soldier, he protected his country and its people at all times. A professional soldier should prevent violence and promote peace. This is what Command Sergeant Major displayed throughout his 40 years of service. Dedication is the act of being fully devoted to something, whether this something is intangible, such as a task, a goal, or desired outcome, or something that you can feel yourself physically being a part of, such as a cause, religion, sports teams, or another person. Who can think of that has volunteered himself for over 40? Who can you think of that has volunteered himself for over 40 years as Command Sergeant Major did? Lastly, devotion to duty. As professionals, military and civilian who seek responsibility, accept accountability and are committed to the successful achievement of our organizational goals. We exist to serve. We serve with pride, and this is reflected in Command Sergeant Major David's attitude, experience, commitment, and performance. Command Sergeant Major David was not only a man of military business, he had his social 2:46:58 side also. He managed and single-handedly for many years run the non-commissioned officer association and club until other non-commissioned officers decided to assist him. After every drill and some other weekends, the non-commissioned office club was a place for the military soldiers to hang out. The first one was located in the Touro building across from the district court. You can hear the dominoes banging, the card games, and the laughter of fun and camaraderie. He knew how to throw a great old-fashioned party, which many soldiers and civilians look forward to. Many of us veterans still remember and relish on those good old days. Command Sergeant Major David worked for Broadhouse Printing in his young days and also sold newspapers. This gave him the experience in printing that served him well in the military. His expertise in producing high quality PowerPoint presentation with photographs were exemplary. In addition, he could prepare any and all type of programs and booklets ceremonies funerals promotions and pinning ceremonies to name a few many times last minute he trained honor guards for burial services and many legionnaires his second family is the american legion i am a commander today of this prestigious organization because of him and many others. Sergeant Major David served as President of the Virgin Islands Chapter of the Enlisted Association of the National Guard of the United States from 1984 to 2020. The Enlisted Association of the National Guard of the United States was formally organized in 1972 with the goal of increasing the voice of enlisted persons in the National Guard. As such, ENGUS, which is an acronym for the Enlisted Association, is a nonprofit organization dedicated to the principles of providing an adequate national defense and promoting the status, welfare, and professionalism of men and women of the Army and Air National Guard by supporting legislation that provides 3:01:21 adequate staffing, pay, benefits, entitlements, equipment, and installations for the National Guard. Command Sergeant Major David served on numerous committees advocating for the welfare of the men and women of the Virgin Islands National Guard. Command Sergeant Major David was instrumental in advocating for enlisted soldiers and airmen to become members of USAA, which is a bank, a military bank, which was previously only reserved for military officers. I joined the American League, I'm sorry, I joined the Virginia National Guard on 29 February 1984, having served four years with the ICORN, Fort Lewis, Washington. My first personal encounter with St. David was in 1991 as a non-commissioned officer of the year for the Virgin Islands National Guard. On March 23, 1985, CMS David was promoted to Command Sergeant major. In 1978, CMS David initiated the establishment of the first non-commissioned officers club at the Virgin Islands National Guard. From 1984 through 2020, CMS David served as the president of the Virgin Islands National Guard Enlisted Association. On October 1st, 2009, C.M.S. David became the first anti-terrorism security program manager and served in that capacity until December 21st, 2020. That's just a few of many of his accomplishments, and I must command him and thank him for his service along with all other service members. 3:11:27 Ms. Fox, can you speak briefly to in terms of since you worked with him and know him personally, what is one of the most memorable experiences you have had with him, seeing him basically do what he do? Can you speak to that quickly? Commander Major David, in his role as a trainer, he was responsible for coordinating our weapons qualification in Puerto Rico, and he would take the advance party down there, and you would believe he's a Puerto Rican, because how we relate to the persons, and we got how we needed, make sure we got our lodging, the vehicles, the ammunition that we need, and again, he would always go above and beyond, taking care of us before taking care of himself. So that was my memorable experience going to Puerto Rico for those weapons qualifications. Thank you for that, and training, training, training, I will state it through the testimonies, but he had a tickle off a training, and that's important too. I really wanted to focus on one area of the legislation, and I really want to thank all of the committee members who worked diligently to put and work with Senator Francis' staff and commend him as well for putting this legislation together. But there was something that one of the testifiers mentioned, I believe is Ms. Benjamin. She indicated CMS David exemplifies the Army's definition of leadership. I noted that he served as the president of the Virgin Islands National Guard Enlisted Association for 36 consecutive years. And many of you may have served with him or as part of that association. And so I wanted to glean from you today what, especially Ms. Benjamin, because in your position, as well as Ms. Fox, in your position, What are those key characteristics that CMS David exemplified and demonstrated moreover to associate with a strong leader and so that he could be elected and selected for 36 years as the president of the Virgin Islands National Guard Enlisted Association. We'll start first with Ms. Benjamin. Ms. Benjamin? For me, it was listening, because I was an officer, and I had to relate and work with him. He's a great listener. And he gets the team together to get the mission accomplished. So the enlisted soldiers that were there, they supported him being the president and nominated him over and over and over. And he championed our cause of Ireland, whether it's in Puerto Rico or stateside. Whenever he went to our conference, they know he represented the Virgin Islands. So he speak up on behalf of the Virgin Islands, but he was a great listener when it came to us doing things as a team. 3:19:09 okay well i really want to commend that uh one key characteristic uh maybe i can switch the question also to mr neville lee he's joining us virtually and miss annie henry if you want to chime in you're free to do so because what i'm reading here this resolution really resounds in me that this is a great leader, this is a great man, this is a great human being who unselfishly gave up his time to serve his country and his community with valor. Mr. Neville Lee, I know you're virtual. Would you like to comment on that? Neville Lee, former State Command Chief. I would say with Sergeant Major David, yes, he was a listener, but he was also, he's also, you can go to him at any time, no matter the level that he was on the national stage. You know, everyone knew him on the national stage, but when he came home, he was always approachable. 3:20:05 He's always there to take care of the soldiers and airmen. And I have to identify airmen because that's on the air side. Not only Army, he was joint, where Army and Air Force, he took care of both of us, you know, just like it was, like we were his own. So overall, he was a very humble, he is a very humble and approachable individual. Thank you so much, Ms. Ali. And Ms. Annie Day-Henry? What one leadership characteristic would you highlight different than what Ms. Fox and Mr. Lee expounded on that would describe CMS, David? 3:21:19 I would say when it comes to policymaking, he has patience. He research to see what is the best possible outcome that will impact the American Legionnaires as a whole. He, it wasn't that it was one individual, particularly that he is aspiring to make sure that they get what they need, but he made sure that all of the legionnaires were equally treated. he was fair and I one incident where there was a possibility the American Legion go nationally was going to remove a Virgin Islands from under the Department of Puerto Rico it meant that we would end up on the Department of Florida or many of us talked about okay we won't go and some say No, we stay. He just didn't make a decision right away. It was, as I said, it was engaging. It was educating. It was researching. And then we all sat together to decide what is best for the Legionnaires in the Virgin Islands. And he was respectful. In 1966, he married Agatha Gray and they moved to Antigua. In 1968, they moved to Prospect Barbados where he ministered at the full gospel assembly church in Prospect Barbados. They lived there for 13 years. Together, they have two daughters, Janice Phillips, Washington, and Lisa Phillips. 3:44:42 The Lord blessed Pastor and Miss Phillips with two granddaughters, Jaleah and Jaleisha, and his son-in-law, Tyrone Washington. From 1981 to 1983, Reverend Phillips traveled extensively as an evangelist, especially throughout the Caribbean. We were there for about 12 days. and he tells dr phillips often tells the story what on one of his first visits he got into the airport late called his contact was waiting for somebody to pick him up gentleman came in walked around didn't say anything and then by the time the airport was closed the gentleman finally said are you dr phillips and he said yes and this gentleman had passed him like three or four times and as they were driving the gentleman laughed and he said i i don't know if you know what i'm laughing and he said the fact is we're looking for this missionary but we won't looking for somebody who looked like us and that i think is what has driven him about africa f um traditionally time i think you understand who goes to africa's missionaries and that people who look like me and you to have somebody from the united states or foreign come to their country to evangelize and be a missionary was unique and different and and in the celebration that they had for him in south africa last month it was evident that they really appreciate the ministry that he has brought and the number of times he had been there and the contributions that he's made so he feels a real passion for africa because in more ways than one they are brothers and sisters to put it very well thank you thank you for that um attorney and again my time i've been called but i do intend to support this piece of legislation i had the opportunity to read um his his um we asked clause in the resolution and marveled you know by by his life work and i just want to say thank you for that Thank you, Madam Chair, for the time. 4:06:09 Thank you so much, Senator Francis, for that. I don't know if everybody could remember that, but I do vividly recall just giving those positive words of inspiration as well as encouragement that resonates and can take you through the entire day, whether you're at work and sometimes you're at work, you're encountering individuals and working with situations that could be really volatile but those calming words that he typically teach you to be more patient understanding compassionate and kind human being continue to resonate with me even today i have had the privilege like i said of doing a man my my family attends extended family, attends the Assembly of God, and after the hurricanes in 2017, normally we call it watch night at my home church, Oyez night service was not happening because we didn't have electricity, a lot of things were happening but Dr. Phillips was fearless they had watch night service and I went there because people were afraid we didn't have a lot of electricity back in in St. Thomas and of course you know some people choose that time to really send out the explosion with gun in at night and everything and the Assembly of God is situated in a very densely populated area and it has one of the housing communities there, and that doesn't mean that they are the persons who are doing, but there's usually a lot of action. And I left all the way from the east 4:08:00 just to head to the west to hear this man of God and to receive a blessing for that incoming year, which was 2018. And I give thanks for his level of fearlessness, for the flock that he has taught, not only at the assembly of God, but what resonates with me, and I saw it, also was the Reverend Carl Richardson's testimony because I saw the coming together of two congregations, Christmastime, celebrating what a glorious time. Actually, when Pastor Phillips came in 1983, it was as a result of an issue at the church where there was some division. some members left and during the time that he's been pastor the church has grown exponentially since 1983 I was telling somebody a few weeks ago that if everybody in St. Thomas who's gone to St. Thomas Assembly of God was still attending we'd have to have three services every Sunday that's how many persons we've touched over the years so we've had a tremendous growth in terms the church honor his ministry and for some of the reasons that you just indicated in terms of the giftedness of the speaker what mr gums mentioned about his humility his ability to draw people together and really as the chairwoman said his ability to inspire and really speak to individuals and connect with them and give them those encouraging messages to take them through the day those are the things i think that he's known for and the church has promoted over the years very Very well, Madam Chair, if I may conclude. 4:15:47 You may proceed, Santa Blyton.
