A BILL 
To amend title 10, United States Code, to require the Armed 
Forces to display the flags of the District of Columbia, 
Commonwealth of Puerto Rico, United States Virgin Is-
lands, Guam, American Samoa, and Commonwealth of 
the Northern Mariana Islands whenever the official flags 
of all 50 States are displayed. 
Be it enacted by the Senate and House of Representa-

Section 2249b of title 10, United States Code, is 
4
amended— 
5
(1) by adding at the end the following new sub-
6
section: 
7
‘‘(c) DISPLAY OF DISTRICT OF COLUMBIA AND TER-
8
RITORIAL FLAGS BY ARMED FORCES.—The Secretary of 
9
Defense shall ensure that whenever the official flags of 
10
all 50 States are displayed by the armed forces, such dis-
11
play shall include the flags of the District of Columbia, 
12
Commonwealth of Puerto Rico, United States Virgin Is-
13
lands, Guam, American Samoa, and Commonwealth of the 
14
Northern Mariana Islands.’’; and 
15
(2) in the section heading, by striking the colon 
16
and all that follows.
