AMENDMENT II TO SUB-GRANT AGREEMENT



U__, 2017, in the Territory of the Virgin Islands, by and between the

GOVERNMENT OF THE VIRGIN ISLANDS through the VIRGIN ISLANDS

DEPARTMENT OF PROPERTY AND PROCUREMENT of No. 1 Sub Base, 3% Floor, St.

Thomas, U.S. Virgin Islands on behalf of the VIRGIN ISLANDS DEPARTMENT OF

EDUCATION of 1834 Kongens Gade, St. Thomas, U.S. Virgin Islands (hereinafter referred to as

“VIDE” or “Sub-Grantor”) and the Virgin Islands JA-GOJU JITSU-RYU Federation St.

Thomas Parental Committee Incorporated of 45 Nisky Center, 2" Floor East Wing, St.

Thomas, Virgin Islands 00802 (hereinafter referred to as “Sub-Grantee”). The Government and the

Sub Grantee are collectively referred to as the “Parties”.

WITNESSETH:



WHEREAS, on June 1, 2014, the Parties entered into Sub-Grant No. GCO05DOE15

(“Contract”) as subsequently amended by Amendment I to Professional Service Sub Grant

Agreement No. GO04DOET17 on November 19, 2016 for the Sub-Grantee to provide academic

assistance before or after school, and during summer to Virgin Islands school students that will

assist with improving their academic proficiency and social skills; and for providing opportunities

for literacy and related educational development to families of students served by the 21° Century

Community Learning Centers (hereinafter “21° CCLC” or “Program”); and



WHEREAS, the Agreement is due to expire on September 30, 2017; and



WHEREAS, there was an increase of student and teacher participation as a result of the

consolidation of the Charles H. Emanuel Elementary School and Alfredo Andrews Elementary

School at the Alfredo Andrews Elementary school site in the St. Croix District during Year 2 of

the Program; and



WHEREAS, the VIDE received additional Program funds during Federal Fiscal Year 2016

from the United States Department of Education (USDE”); and



WHEREAS, the Sub-Grantee was awarded an additional sub-grant award to continue to

provide and expand academic enrichment services during Year 4 of the Program Year, June 1,

2017 through September 30, 2018; and



WHEREAS, the Sub-Grantee has agreed to utilize the additional sub-grant award subject

to the terms and conditions of the original grant award and the Agreement, to use the awarded

funds for the purposes outlined in the AMENDMENT II to ADDENDUM I (Scope of Services)

attached hereto and incorporated herein by reference, and made a part of this Amendment and

within the authorized categories delineated in the AMENDMENT II to ATTACHMENT B

(Budget), attached hereto, incorporated herein by reference, and made a part of this Amendment;

and
