Praschak, Esquire Assistant Regional Counsel Office of Regional Counsel Caribbean Held Office 1413 Fernandez Juncos Avenue Santurce, Puerto Rico 00909 Re: Tutu Wells Site/Tank Sampling Request & Procedure Dear Mr. Praschak: As discussed previously on the telephone, Western Auto intends to proceed with sampling of the two Underground Storage Tanks located behind the space leased by Western Auto at Four Winds Plaza, Estate Anna's Retreat, St. Thomas, U.S. Virgin Islands. It is our understanding from the discovery we have had made available to us thus far that one of the tanks contains a liquid (water) and the other has been filled in with sand. Western Auto has retained the services of ENSR Consulting and Engineering to devise a sampling procedure and to carry out the sampling at the site. ENSR has informed us that a trowel or hand auger, depending on the distance between the tank opening and the soil level, will be utilized to obtain a sample from the soil filled tank. The procedure for the tank soil sampling is basically the same as that for surface soil sampling. Details of ENSR's surface soil sampling procedures are presented in the attached Standard Operating Procedure (SOP) for surface soil sampling. For the tank with liquid, the sample will likely be obtained using a bailer as discussed in ENSR's attached SOP for groundwater sampling. •OaOvo* TUT 006 1517 j W A0', *64800* 64800 Andrew L. Praschak, Esquire May 7, 1993 Page Two ENSR has informed us that both the soil and liquid samples will be analyzed for volatile compounds using EPA Method 8240. This method will provide data on the chlorinated solvents as well as BTEX compounds. Western Auto intends to conduct the sampling on May 27, 1993 at 10:00 a.m. If you have any objections or need clarification on any of the methods, please feel free to call me at (207) 775-3581.
