The
order
for
the
infliction of capital
punishment
was
to
be effective after 4 o’clock this afternoon
and
is
based
on
a decree
prohibiting any
strike
or
passive
resistance
in
any vital
service,
which
was issued

in the
day by
the Minister of
Defence.
There
is intense
anxiety
over
the
prospect
of
a continuance
of the strike,
with
a
pos-
sibility of famine
and
epidemics
result
ing from
the iack
of sanitation
and
the
stoppage
of
water
supply.
No
world
cipital possihly
ever
experienced
such
complete
paralysis
in
all its
living and
commercial
facilities as
Berlin
did
yes-
terday.
The
Hotel
Adlon
made
aeroic
efforts
to provide
for the British,

and
American
missions
and
ve'vspaper
correspondents,

gave up the
task
at
ten
o’ciock
on
Wednesday
morning,
when
the last of the kitchen forces
walk-
ed out leaving the
foreigners
to shift for
