Kenrick Bukle Church of God Holiness 405 Anna's Retreat St. Thomas, U.S.V.I. 008012 RE: Site Access Agreement Tutu Environmental Investigation, St. Thomas U.S. Virgin Islands Dear Reverend Bukle: The United States Environmental Protection Agency (USEPA) has required that a comprehensive field investigation of soil and ground-water quality'be carried out in the Tutu area. A Work Plan for the Tutu Environmental Investigation has been approved by the USEPA. A copy of the Work Plan is available for review at the U.S. virgin Islands Department of Planning and Natural Resources (DPNR) offices at Nisky Center, St. Thomas. As a result of such investigation a technical memorandum No. 2 was prepared and submitted to EPA for approval. Copy of the Memorandum No. 2 is also available at the DPNR offices. Your property was identified as a location subject to field work in order to carry out the above mentioned work. EPA has requested the TEIC to commence the installation of the additional monitoring wells as expeditiously as possible. The work is being performed under an Administrative Order on Consent executed by the USEPA and the Tutu Environmental Investigation Committee (TEIC), which consists of a joint venture by Esso Standard Oil S.A., Limited and Texaco Caribbean, Inc. This work has been coordinated with representatives of the USEPA and the DPNR. As Designated Coordinator of the TEIC, I kindly request your approval for access to your property in order to undertake the field investigation that has been required by the USEPA. Access authorization is needed for the USEPA, DPNR, and TEIC, and their authorized representatives, contractors, and oversight officials. The activities will involve installation of a monitoring well (Well MW-18). Figure 1 (attached) illustrates the location of the proposed monitoring well. The field work will be performed by Geraghty & Miller, Inc. and Soil Tech Corporation. Drilling is TUT OO6 .1.421 *64772* 64772 .-1 —2~ scheduled to start on the month of July. We will later inform you the exact date on which the drilling is to commence. The installation of the monitoring well will require approximately two (2) days to complete. After the installation of the monitoring well is completed, well development will be performed. Well development will require an additional day of work. A few hours of site access will be required two (2) to four (4} weeks after well installation to sample each monitoring well. All activities will be conducted at reasonable times and in a reasonable manner so as to ensure that the activities do not represent any environmental or health risk and do not unreasonably interfere with operations on the property, will have insurance coverage and, upon request, shall provide you with evidence of that coverage. You will be indemnified and held harmless from any loss, cost, damage or injury resulting from the sampling or monitoring activities on your property. We would appreciate your assistance in granting access to your property in order to perform the activities required by the USEPA.
