The Department of Property and Procurement (“DPP”) is writing to confirm the meeting scheduled for 
May 5, 2026, at 2:00 pm to discuss the St. Thomas Reformed Church’s (“Church”) proposal regarding 
2C & 3 Crystal Gade, St. Thomas, U.S. Virgin Islands and the Department’s March 9, 2026, Sixty (60) 
Day Notice of Termination, for which delivery was confirmed on March 11, 2026.  
 
We appreciate your interest and your April 7, 2026, alternative proposal for the development of the 
subject property. It is intended that the purpose of this meeting will allow the Church to further explain 
its proposal, provide clarifications where necessary, and engage in dialogue regarding the Government’s 
considerations. Please note, however, that the acceptance of this meeting should not be construed as an 
indication of approval or endorsement of the proposal nor as a commitment to any particular outcome.  
The Department and the Government of the Virgin Islands remain committed to ensuring a fair, 
transparent, and thorough process for developing its portfolio of properties, while continuing to engage 
all stakeholders.
