DPNR Mourns the Loss of Karl Percell, Esq. 
 
The Department of Planning and Natural Resources extends its heartfelt 
condolences to the family of Karl Percell, Esq. 
 
Attorney Percell was a vital member of the Coastal Zone Management 
Commission for 13 years, most recently serving as Chair of the St. Thomas 
CZM Committee. His practical and insightful contributions to the 
development of the Virgin Islands community will be deeply missed. His 
dedication remained steadfast until his untimely passing. 
 
We offer our deepest sympathies to his family and loved ones during this 
difficult time.
