The
Government
desires
to
with-
draw
Bill No.
<l,
Colonial
Council
for
the
Municipalit
of
St.
Croix' for
the
following reasons:
From
the reports
of the
last
meeting,
the
Governor
1s led
to
believe
that
cer-
tain
members
of this Council, and,
possi-
ble,
the ccnstituency
which
they
repre
sent,
are
loathe
to place
tull
iaith
and
confidence
in the motives
of the
Govern-
met
in presenting
this
measure,
and,
apparently,
are
inclined
to
believe
che
Resolution
was
offered
with
ulterior
motives.
It
can
be
seen
from
reading
the reports,
that by inuendo,
the Govern-
ment
is accused
of attempting
to
delay,
hinder
and
retard
the laudghle
ambition
of
the
people
of
Christiansted
to
com-
mercialize
their harbor
by eliminating an
objectionable
reef.
Apparently,
some
believe
thata
fraining
schicol,
such
as
proposed,
woul(f not be
a training school,
but
an
institution tending
to
demoralize,
rather
than
moralize
the inmates.
It
1s
also
noted
that the
present
(Government
is
accused
of
having
no intent
to
fulfiil
the
promises
whieh
appear
in the
Reso-
lution,
or which might have appeared
by
specific amendment,
but
that
the feeling
seemed
rather
to be
among
certain
mem-
bers
that this administration
could
not be
trusted
any turther
than
past
administr
:-
tion.
The
accusations
which
appear
in
the
report
are
not
true,
but
the
Government
feels
that, rather
than
be
mistrusied
in
the
slightest
degree,
it
will prefer
to
establish
this institution
within the
Muni-
cipality
of
St.
Thomas
and
St.
John,
although
such
action
wouid
mean
cousid-
erable
delay and,
consequently,
a
large
number
of
girls
who
need
immediate
reformatory
attention
will be deprived of
such
benefit.
