PUBLIC NOTICE 
Commissioner Jean-Pierre L. Oriol of the Department of Planning and Natural Resources 
informs the public that the following St. John Coastal Zone Management (CZM) Committee 
Meeting is scheduled for Tuesday, June 18, 2024, at 4:00 pm. This meeting will be held 
via the video conferencing platform Microsoft Teams.    
  
The agenda is as follows:   
  
Public Hearing (public testimony will be heard)  
Major Coastal Zone Management Permit No. CZMJL0009-23 Animal Care Center proposes 
to build a high quality, safe and efficient animal care center for the St. John community. 
The proposed project shall be a single building and 18 parking spaces on permeable 
pavers. The maximum building height is 2 stories, and the construction shall be concrete 
walls and concrete floors for durability as well as storm and fire resistance. The project 
is located on site Parcel 14 REM, Estate Carolina Coral Bay Quarter, St. John, VI 00830. 
  
  
Public Hearing (public testimony will be heard)  
Major Coastal Zone Management Permit No. CZMJL0005-23 Liberty Mobile USVI, Inc. 
proposes to erect a 100’ self-supporting monopole communications tower with 
associated equipment. The proposed tower is intended to facilitate participation by 
Liberty Mobile and the VI Government in the “First Responder Network” (FirstNet). Other 
proposed work includes 12’x30’ and 10’x15’ concrete equipment pads, electrical service, 
and 12’ wide gravel access road along with a chain link fence erected around the tower 
area. The project is located on site Parcel No. 6-4-1, Estate Carolina, No. 1 Coral Bay Qtr., 
St. John, VI 00830.
