the
Governor
of
the
Virgin Islands
has
directed
me to address
you the following letter:
“Itis considered
that it would be appro-
priate
if the Honorable
Members
of the
Colonial
Council
would wear
a mourzing
badge
as
a
mark of respect
to the
mem-
ory
of the
late
President.
Such
badge
should
be
a
badge
of creps
or
similar
material,
three
inches wide,
worn on the
left
arm midway
between
the
shoulder
and the elbow.”
