As Chair of the Committee on Culture, Youth, Aging, Sports, and Parks, I respectfully invite you to testify at a 
critical oversight hearing to be held on Wednesday, November 19, 2025, at 10:00 AM at the Frits E. Lawaetz 
Legislative Chamber on St. Croix. 
This hearing will focus on the operational status and financial oversight of the Clinton E. Phipps Racetrack, 
with a specific emphasis on funding sources, transparency practices, and the Horse Racing Initiative Fund. 
Given the Virgin Islands Lottery’s historical and fiscal connection to horse racing and related revenues, your 
insights are essential to help the Committee:

Clarify how revenues from the Horse Racing Improvement Fund are being used currently 
• 
Outline the Lottery’s role in fund transfers and disbursements 
• 
Support the Committee’s review of financial accountability and equitable distribution across districts
