GOVERNMENT OF THE VIRGIN ISLANDS OF THE UNITED STATES PUBLIC SERVICES COMMISSION IN RE: Docket No. 656 LEVEL 3 COMMUNICATIONS ST. CROIX, INC. Order No. 70/2016 APPLICATION TO PROVIDE TELECOMMUNICATIONS SERVICES IN THE USVI ORDER WHEREAS, on March 29, 2016, Level 3 Communications St. Croix, Inc. (hereinafter “Level 3”) filed an Application with the Virgin Islands Public Services Commission (hereinafter “PSC” or “Commission”) seeking authorization to provide all types of telecommunications services as a (1) IntraLATA Interexchange toll-Facilities-Based Carrier; (2) Competitive Local Exchange Carrier; and (3) Competitive Access Provider throughout the United States Virgin Islands (hereinafter “USVT’); and WHEREAS, on August 22, 2016, the PSC received a Report from its technical consultants, Georgetown Consulting Group, Inc.; and WHEREAS, the Commission heard testimony from its staff and Level 3; and WHEREAS, on August 23, 2016, the Commission held a Special Meeting in both its offices on St. Thomas and St. Croix, United States Virgin Islands and via video and teleconference; and WHEREAS, on upon review and deliberation, the Commission voted APPROVE Level 3’s Application for authorization to operate as a telecommunications provider in the USVI; and NOWTHERE, the Commission APPROVES the Petition of Level 3 Communications St. Croix, Inc. for authorization to operate as a telecommunications provider in the USVI.
