exhausted

he

harassed
by
the Mexican
authorities
while
evidence
against
him was
obtained
through
inti-
midation of witnesses.
The only conclu-
sion tnis Government
can draw,
is
that
Mexico has
made
a studied
effort
to
en-
snare
Mr.
Jenkins
in legal intricacies,
in
order
to devert
tle
attention
of the
A-
merican
and
Mexican
people
from
the
faet thar Puekla,
the second
largest
city
in Mexico,
is
overrun
by
bandits
and
that
the
Mexican
authorities
have
been
negligent.
It appears
to have
been
the ourpose
of the
Mexican
Government
to
assume
a
wilful
indiffer>nce
to
the
feeiings
of
the
Ameorican
people,
that
have
been
aroused
to the
point of
indig-
nation
by
the
exposure,
hardships
and
physical suffering by Mr. Jenkins during
his abducton
and
his
subsequent
treat-
ment

hands
