in the Act of Congress
of March it,

he

to me
that
this
Ordi-
nance,
if passed,
will limit
the
power

we
can
pass
it,
but
as
tov whether it would be iegal there
is
a doubt in
my mind.

Council
-passes
this
Ordinance,
and
if it
is
ap-
wroved it would

the

Officials had the power
to discharge

and it is for
the
reason

found
out
that
