means
of
providing water supply
systems
for
the
towns of St. Thomas,
Christiansted
and
Frederiksted,
graduated
from
Civil
n-
cineering
School of
Worcester
Polytech-
nic Institute,
Worcester,
Mass.,
in
the
yvear
1901.
He
has
had
miscellaneous
experience
on
building
constructions,
wharves,
heating
system
designs
and
power
plant
installation,
and
for
two
vears
was
Assistant
Protfessor
of
Civil
lingineering
ut
the
University
of
Ver-
mont.
He is aiso
a member
of the Ameri-
can
Society
of
Civil Engineers.
Since
1907 he
has
beep
an
officer
of
the
Civil
Fogineering
Corps of the
United
States
Navy,
and
installed
the
water
supply
systems
of Agana and [marajam
at Guam,
From
Julv 1919 to Octover 21, 1922 he was
a
cabinet
otficer
in
the
Military Goverp-
ment
of Santo
Domingo,
being Secretary
of State
for
Development
Fublic
Works
and
Communications,
and
also Secretary
of
Agriculture
and
Immigration
duaring
this period.
While occupying this position,
he installed
the
water
supply
system
of
the town of Azua,
Dominican
Republic.
And
complete
studies
and
report
fora
water
supply
system
for
the
city
of
Santo
Domingo
were
made
under
the
direciien
of
his
office.
He
also passed
on all questions
relative
to irrigation sys-
terns and
had charge
of the issuing of all
permits
for
the
uwse
of water for irriga-
tion purposes,
