not feel confident to decide

vote
whether

Council was willingto proceed
or
not.

remarked: Mr. Chairman,
if
we even vote in favor of holding the
meet-
ing it would be impossible to transact
busi-
ness;
the Colonial Council cannot
make
a
law one day and break
it another
to
suit
its convenience.
The Chairman remarked:
I am
asking
the advice of the Council.
We
can
pro-
ceed
as if there
was not
a
quorum,
and
can discuss
the various
items
but
no vote
can
be
taken,
if the Council
so
deter-
mines

we
should
proceed

not.

remarked
:
Mr.
Chairman,
it seems
to me to be
a question of deciding
the illegality of holding this meeting,
but
[ do not think it is necessaryto
have legal
minds
on the matter.
The
Governor
has
authority
to designate
any date
he thinks
fit for holding
meetings,
and
according
to the Colonial Law
we
can
discuss
tue
items,
but
cannot
pass
resolutions.
I
think the Governor
wants
to put St. Croix
and St.
Thomas
on the
same
basis
with
regard
to holidays, and the people in town
are
not opposed
to
it.
*I beg
to
concur
with
the
Honorable
2nd
Member
for
Christiansted
Town that
if
we
transact
business
today,
we would
be
making
laws and breaking
laws.

communication,

a majority
of the members

Council,
making
a special

the
Counecil,

of which I decided

draw
my resignation
and therefore I am
here
today.

been withdrawn.
