PUBLIC NOTICE 
 
Commissioner Jean-Pierre L. Oriol of the Department of Planning and Natural Resources informs the public that 
the following St. Croix Coastal Zone Management (CZM) Committee Meeting is scheduled for Thursday, March 
2, 2023, at 5:30 pm. In an effort to help to reduce the global spread of the coronavirus (COVID-19), this meeting 
will be held via the video conferencing platform Zoom.   
 
The agenda is as follows:  
 
Decision Meeting (public testimony will not be heard) 
Federal Consistency Determination, CZX-3-23(FC) was submitted by VI Department of Education. During this 
meeting, the Committee will hear the details related to the construction of the new Arthur A. Richards Pre-K 
to 8th Grade School on the former Evelyn M. Williams Elementary School Site at 13A Estate Mount Pleasant, St. 
Croix, Virgin Islands.  
 
Federal Consistency Determination, CZX-6-23(FC) was submitted by VI Department of Health. The project 
proposes relocation of the Public Health Laboratory and the EMS Modular Facility and ancillary 
support/storage buildings to allow for continuity of operations during the reconstruction of the Charles 
Harwood Memorial Complex. VI Department of Health has partnered with the VI Housing Authority for the 
use of the proposed project site which is located at Plot Nos. 11-E and 11-F Penitentiary Land, Christiansted, 
St. Croix, Virgin Islands.
