Please note Planned Area Development approvals are only valid for two years from date of approval by 
the Legislature.  If construction does not proceed, approval shall be void and entire matter resubmitted 
for reconsideration unless revised plan/schedule submitted to Planning Office. VIC, T. 29, Ch. 3, Section 
232 (b). 
Once file deemed complete, scheduling of DPNR’s 
Public Hearing 
Submission of package and DPNR’s report with 
recommendation to Legislature  
 
Legislative Public Hearing held (Committee of the 
Whole) 
Determination of completeness and sufficiency of 
package 
Submission of Pre-Application Meeting request 
package to DPNR’s Division of Planning (CCZP) 
CCZP Pre-Application Meeting 
Legislative Bill Session held.  If bill approved, goes 
to Governor for approval or veto.  If approved by 
Governor, receives Act number 
If bill vetoed, goes back to Legislature for overriding 
of veto or disapproval.  If veto overridden by 
Legislature, receives Act number
