ZONING CERTIFICATION - REMAINDER 11 ESTATE PENITENTIARY LAND
Dear Commissioner Encarnacion,
This letter is in response to Zoning Certification request received October 10, 2024 for a
temporary certificate of occupancy in support of the relocation (and expansion) of the existing
Department of
Public Health Laboratory, the EMS (temporary) Regulatory Offices and
the construction of the Donna M. Christian-Christensen Public Health
park and utilities.  
The R-3 zoned Plot No. Remainder 11 Estate Penitentiary Land can be issued a partial certificate
of occupancy for the park and utilities.  As per Title 29, Chapter 3, Subchapter 1, Section 228, the
R-3 zone permits Playgrounds, Pay Lots or Tot Lots.
Please refer to Zoning Certification dated April 24, 2024 in regards to the Laboratory and EMS
uses (attached).
