at Amalienborg,
April 6, 1906,
it is provided
among
other things
as
fol-
lows:
“‘ln extraordinary

Governor

authority
to
issue
Pro-
visional Laws
or Ordinances.”’
AND, WHEREAS,
by
Section
2 of an
Act of Congress
entitled
“*‘AnAct
to
pro-
vide
a
temporary
Government
for

West
Indian
Islands
acquired
by
tne
United States
from Denmark’’,

proved
by
the
President
on
the 3rd diy
of March,
1917,
it
is further provided
in
said
Act as follows:
“That, until Congress
shall
otherwise
provide, in
so
far as compatiblz

the
changed
sovereignty
and
not
in
conflict
with
the
provisions
of tiis
Act,
the
laws
regulating
elections
and
the
electoral
franchise
as
sct
forth
in
the
code of laws
published
at
Amalienborg

6th

and
the
other
local
laws
in
force
and effect in said Islands

in force
and

an

paid

such

the

in
order
that
the public good will be promoted

add
to
the
salaries

direct,
effective
immediately and until
otherwise
provid-
ed,

in addition
