2023 was a year of preparation and

the Paul E. Joseph Stadium on St. Croix.
The Department of Public Works has had
 an exciting year in 2023. Many of the wor
k currentl y i n progres s ha s prepare d t
he departme nt f or a pus h, n ot on ly w
ith capi tal projec ts, but m ore importan tly for th
the territory’s road system.
The steps the department has taken during
 2023 are expected to bear fruit in 2024
, and many projects that have been on t
he books for years will come to fruition. 
The department is deeply proud of the
 progress made to elevate the territory’
s infrastructure
, spu

ic development, and strengthen its local 
and federal roadways. 
And that work has only just begun.

Announced the completion of the Gallows Bay Rehabilitation 
Project.
Began work on the Water Island Local Road Repairs project.
Several DPW employees attended the Federal Highway
 Administration’s (FHWA) United States Territorial Pee
r Exchange (USTPE) Conference in Oakland, CA. 
JANUARY
Announced the start of roadwork in Estate Neltjeberg, St. 
Thomas.
Completed road repairs at Donoe and Weymouth Rhymer 
Highway Intersection.
Secured the remaining $1.7 million in grant funding to
 purchase a new 100 ft. ferry for the St. Thomas - St. John 
route.
FEBRUARY 
Announced the start of road work on Palm Straede, also
 known as Longpath & Murphy Gade in the Garden Street 
area of St. Thomas.
Began installing new street lights on Melvin Evans Highway.

The Virgin Islands Department of Public Works (DPW) secured the remaining $1.7 million in grant funding from the Federal Transit Administration’s 2022 Passenger 
Ferry Grant Program to purchase a new 100 ft. ferry for the St. Thomas-St. John route.

Announced the completion of the Black Point Hill Emergency 
Relief project.
Hosted a Public Town Hall meeting for the Altona Lagoon
 temporary bridge construction project on St. Croix. 
APRIL 
MAY
Announced the completion of the Lindbergh Bay - Monster 
Hill Emergency Relief project.
Announced upcoming road work on the Emile Francis 
Memorial Drive in St. Thomas.
HIGHLIGHTS
Celebrated VITRAN St. John's 25 years of service.
Completed the installation of streetlights on Melvin Evans
 Highway from Williams Delight to Good Hope. 
JUNE

Held sign unveiling ceremony on Cyril Michael Street,
 located adjacent to the Lionel Roberts Stadium in Hospital 
Ground.
Completed the Clearview Road Project on St. Thomas.
Began guardrail replacement project on Magens Bay Road,
 as well as in the Frenchman’s Bay, Donoe, and Frydenhoj  
areas.
JULY 6

The Department of Public Works completed its landscaping project on St. Thomas. DPW Contractor - Island Designs, LLC - beautified the two medians along
 Moravian Highway, nearest to the airport entrance. The goal was to not only enhance the visual aesthetics of the area, but to also create a welcoming environment 
for residents and visitors upon their entrance to the territory.

HIGHLIGHTS
Completed landscaping project on St. Thomas along the 
two medians on the Moravian Highway.
AUGUST
Completed temporary road project located across
 neighboring Bovoni roads - Purple Shop, Hill Crest, Rosa 
Lima, and Augustin Lima Roads.
SEPTEMBER 
Hosted town halls for Smith Bay Drainage Phase I Project.
Completed Krum Bay - Water Island Dock Repair project.
NOVEMBER
DECEMBER
Completed repairs of the box culvert and section of the
 roadway at the Altona Lagoon site which sustained 
substantial damage during the 2017 storms.

Construction on the Paul E. Joseph Stadium has made considerable progress since reconstruction began in October 2021. Painting of the exterior walls is 
completed. Now, steel reinforcement and concrete pours for the bleachers, stairs, and risers are in progress.

The Department of Public Works is honored to recognize one of its recent retirees, Mr.
 Glen Brady, who embarked on the long journey of operating VITRAN buses territory-wide
. Brady started as a bus operator in 1987, working for Manassah Bus Lines on St. Croix. 
In 1996, he migrated to St. John as part of the barge crew. The Department of Public Wo
rks operated the barge at that time. After a little over a year at that post, Brady then wen
t on to be the first VITRAN bus operator to maneuver the streets from Cruz Bay to Salt 
Pond. For the next fifteen years, he continued to work on St. John. However, he had a brief
 stint working on St. Thomas. In 2017, before Hurricane Irma, he decided to move back
 to St. Thomas , w here he fu lfil led h is time in the dep artmen t until reti rement . Brady d
escribes hi mse lf as an e ffic ient and wel l-lovin g pe rson wh o enjoys various ac tivit ie
s such as cooking, baking, and swimming. Glen Brady retired from the department in January 2024.
