Williams Incident Commander of State of Energy Emergency Search Latest Comments No comments to show. June 27 U.S. VIRGIN ISLANDS – Governor Albert A. Bryan Jr. has named Chief Policy Advisor Kevin A. Williams as Incident Commander of the Territory’s State of Energy Emergency. The appointment was made following the resignation of Jenifer O’Neal, former Director of the Territory’s Office of Management and Budget. Williams had served as Chief Policy Advisor for the Bryan-Roach Administration since October  2023. Governor Bryan declared a State of Energy Emergency on April 22, 2024 to address energy production shortfalls that have been impacting the U.S. Virgin Islands.  As Incident Commander, Williams will advise Territorial Command Officer Darryl A. Jaschen on the implementation of emergency response activities to protect the public health, safety and economic stability of the people of the U.S. Virgin Islands. The Bryan-Roach Administration is investing in the Territory’s people, infrastructure, and future through transparency, stabilizing the economy, restoring trust in the government, and ensuring that recovery projects are completed as quickly as possible.
