An act amending title 32 Virgin Islands Code chapter 13 relating to the establishment and 
operation of the Virgin Islands Lottery

Be it enacted by the Legislature of the Virgin Islands:

SECTION 1.  Title 32 Virgin Islands Code, chapter 13 is amended as follows:

(a) 
In section 243, strike “an” before “instrumentality” and insert “a body corporate 
3 
and politic constituting a public corporation and autonomous”.

(b) 
In section 246, insert the following subsection (l): 
5 
“(l) To sue and be sued, and to complain and defend, in the name of the Virgin 
6 
Islands Lottery.”

(c) 
In section 247, subsection (h), first sentence, strike “and the applicable laws relating 
8 
to public contracts,”.

(d) 
In section 248, strike “The Governor shall, within 10 working days after said 
10 
minutes shall have been so delivered, cause the same to be returned to the Commission either 
11 
with or without his veto on any action therein recited as having been taken by the Commission.

If the Governor shall not return the minutes within said 10 working days, any action recited

therein shall have force and effect according to the wording thereof.”.

BILL SUMMARY

This bill amends title 32 Virgin Islands Code chapter 13 relating to the establishment and

operation of the Virgin Islands Lottery, to clarify that it is an independent and autonomous 
5 
instrumentality of the Government of the Virgin Islands.
