GOVERNOR KENNETH MAPP THANKS 31st LEGISLATURE   
ON CONFIRMATION VOTE  
  
(July 30, 2015, St. Thomas, US Virgin Islands)  Governor Kenneth E. Mapp 
expressed his gratitude to the members of the 31st Legislature on their vote this evening 
to approve fifteen of his nominees for Cabinet and Board positions.  
  
“I want to thank all fifteen Senators for their thorough evaluation and careful 
consideration of each and every nominee. It is now time to move forward; we have our 
Professionals in place to tackle the issues ahead of us,” stated Governor Mapp.  
  
The nominees receiving approval letter were Mr. Valdamier O. Collens, 
Commissioner - Department of Finance, Mrs. Beverly Nicholson-Doty, Commissioner –  
Department of Tourism, Mr. Milton Potter, Director – Division of Personnel, Mr. Carlos 
Robles, Commissioner – Department of Agriculture, Mr. Devin Carrington, 
Commissioner – Department of Licensing and Consumer Affairs, Mr. Marvin Pickering, 
Director – Bureau of Internal Revenue, Mr. Gustav James, Commissioner – Department 
of Public Works, Mrs. Vivian Ebbesen-Fludd, Commissioner – Department of Human 
Services, Mrs. Dawn Henry, Esq., Commissioner – Department of Planning and Natural 
Resources, Mr. Nellon Bowry, Director – Office of Management and Budget, Mr. Richard 
Doumeng, Member – Virgin Islands Taxicab Commission, Mr. Frederick Joseph, Member 
– Public Employees Relations Board, Mr. Randolph Bennett, Commissioner – 
Department of Property and Procurement, Mr. Cedric Armstrong, Member – Virgin 
Islands Taxicab Commission, and Mrs. Deborah Howell, Adjutant General – Virgin 
Islands National Guard.    
  
Governor Mapp once again thanked his Cabinet Member and Board Nominees. 
“Although this has been an arduous process, I must thank each nominee for their 
commitment to serve the people of the US Virgin Islands”, concluded Governor Mapp.
