PUBLIC NOTICE 
 
 
Commissioner Jean-Pierre L. Oriol of the Department of Planning and Natural Resources 
informs the public that the following St. John Coastal Zone Management (CZM) Committee 
Meeting is scheduled for Tuesday, December 9, 2025, at 4:00 pm. This meeting will be held 
via the video conferencing platform Microsoft Teams.     
  
The agenda is as follows:   
  
Public Hearing (testimony will be heard)  
 
Public Hearing for Federal Consistency Determination No. CZM0046-25- Virgin Islands Fire 
and Emergency Services- Robert O’Connor Fire Station Reconstruction Project. The project 
proposes demolition and reconstruction of the fire station. The new structure will be three 
(3) stories measuring approximately 9,825 gross square feet. The proposed facility will be 
constructed in virtually the same footprint as the existing with a minor expanded footprint 
to accommodate the additional square footage. The existing facility will be demolished prior 
to the commencement of new construction. The project site is located at Estate Enighed 
Parcel No. 303, Cruz Bay Quarter, St. John 
 
Public Hearing for Federal Consistency Determination, Repair & Maintenance No. 0060-25- 
Federal Highway Administration- Lameshur Road Repairs. The Eastern Federal Lands 
Highway Division of the Federal Highway Administration (FHWA), in cooperation with the 
National Park Service, is proposing to repair and rehabilitate Lameshur Road in Virgin 
Islands National Park located on the island of St. John, U.S. Virgin Islands. Proposed repair 
and rehabilitation work will include the following: rehabilitation of roadway subgrade and 
base as needed, roadway grading, aggregate surface course, installation of cellular 
confinement system (CCS) adjacent to low water crossings, drainage improvements, 
including installation of new low water crossings where needed, ditch reconditioning, 
construction of a new parking area with rockery retaining wall, all other miscellaneous road 
work. 
 
Decision Meeting on Major Coastal Zone Management No. CZMJL0003-25- Pillsbury Sound 
Land Company, Inc.- Gallows Point Condominiums, St. John, Virgin Islands. The project is 
proposing to construct a two story-parking structure with 21 parking spaces, a storage room 
and access stairs. The purpose of the parking structure is to address parking needs at the 
condominium complex. The original CZM permit authorized 44 individual parking spaces,

and Special Condition (a) required that an area for 27 additional spaces be left as open space 
pending the Committee’s final determination on parking requirements. The parking 
structure is less than the 30ft height limit. There will be 10 parking spaces on the lower 
parking area and a storage room. The upper parking area will have 11 parking space and an 
access stairway on the southern end of the parking lot. The proposed project is located at: 
PARCEL 3Aaa 3AB 3Aaaa 3Aab; Estate Cruz.
