A BILL
To amend the Revised Organic Act of the Virgin Islands
to authorize the legislature of the Virgin Islands to cre-
ate municipal governments.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. AUTHORIZATION FOR LOCAL GOVERNMENTS

IN VIRGIN ISLANDS.

Section 8 of the Revised Organic Act of the Virgin
5
Islands (48 U.S.C. 1574) is amended by adding after sub-
6
section (c) the following new subsection:

‘‘(d) Notwithstanding section 16(a) or any other pro-
8
vision of law, the Legislature of the Virgin Islands may
9
create units of local government in the Virgin Islands.’’.
