ORDER



WHEREAS, on February 19, 2024, the Virgin Islands Public Services Commission

(hereinafter “Commission” or “PSC”) received an Application from IM Telecom, LLC d/b/a

Infiniti Mobile (hereinafter “Infiniti”) requesting designation as a Lifeline-only Eligible

Telecommunications Carrier (hereinafter “ETC”) in the United States Virgin Islands (hereinafter

“USVI”); and



WHEREAS, the Commission engaged Vantage Point Solutions, Inc. (hereinafter “VPS

or Vantage”) as its new technical consultants to handle certain telecommunication matters for the

Commission; and



WHEREAS, on March 7, 2024, the Commission received the Report and

Recommendations from its technical consultant, Vantage; and



WHEREAS, on March 12, 2024, the Commission met in regular session at its office

located at Estate Carlton Suite Nos. 1 & 2 St. Croix, United States Virgin Islands and via

videoconference at the St. Thomas office Conference Room located at No. 1003 Estate Ross,

Suite 4 on St. Thomas, United States Virgin Islands; and



WHEREAS, the Commission witnessed testimony from Infiniti and the Commission’s

consultants; and



WHEREAS, after review and deliberation, the Commission voted to GRANT Infiniti

ETC designation subject to the recommendations included in the consultant’ s report;



NOW THEREFORE, the Commission finds and ORDERS that, Infiniti’s Application

for Designation as an Eligible Telecommunications Carrier in the United States Virgin Islands is

GRANTED on the following findings, terms, and conditions:
