AMENDMENT FOUR (4) 
 
IFB026DPWC20 (C)- Road Repairs in the Town of Frederiksted, St. 
Croix, USVI 
 
INSERT: QUESTIONS AND ANSWERS 
 
Question: What is the expected date of the project and how does it relate to the current 
WAPA waterline project? 
 
Answer: The expected date of commencement of the project is roughly in the next three 
(3) months. WAPA will be replacing the water lines. The roadway will be patched after 
the water lines are installed. 
 
Question: Is there a SWPPP required for this project? 
 
Answer: No. 
 
Question: Is there any surveying or staking required for the project? If so, will an item be 
added to the bid sheet? 
 
Answer: You are expected to station the roads, but no major survey is expected. 
 
Question: Is there any dust control required for the project? If so, will an item be added 
to the bid sheet? 
 
Answer: There are no major dust control for the project except for when the milling is 
being executed. 
 
Question: Is there any erosion control or inlet protection required in the project? If so, 
will an item be added to the bid sheet? 
 
Answer: No  
 
Question: Is there any pedestrian control required for the project? If so will an item be 
added the bid sheet? 
 
Answer: No. 
 
Question: Has there been any concern to roadway stability/has any geotechnical report or 
borings been done for the project? 
 
Answer:  WAPA will be excavating some of the roadway; however, they are expected to 
recompact the roadway. 
 
Question: Since the contract only calls for the milling and replacing of 2 inches of HMA 
surface and not full roadway reconstruction, how will any de-stabilized area in the project 
be identified and addressed? 
 
Answer: The road should not be destabilized because WAPA shall re-compact the 
roadway once the water lines are installed. 
 
Question: Can a copy of the asphalt repairs detail for the newly installed water line be 
provided? 
 
Answer: A copy of the plans was provided to DPW, but the patching detail is mandated 
by DPW. A copy of the detail will be provided. 
 
Question: Will the awarded contractor be able to receive as built drawing for the newly 
installed waterline? 
 
Answer: DPW have a copy of the proposed drawings and we will try to obtain the As-
Built drawings.
