PUBLIC NOTICE 
 
The Department of Planning and Natural Resources announces that pursuant to Virgin 
Islands Rules and Regulations, Title 12, Chapter 21, Section 904-3 meetings of the St. 
Croix Committee of the Virgin Islands Coastal Zone Management Commission, have been 
scheduled to begin on Tuesday, July 23, 2024, at 5:30 p.m. This meeting will be held via 
the video conferencing platform Microsoft Teams. 
 
Items on the agenda include an application for Major Coastal Zone Management (CZM) 
Permit No. CZMJL0010-23- Hibiscus Beach Hotel, LLC (HBH). The applicant has amended 
the original project scope to address the public concerns raised at the Public Hearing. The 
applicant proposes to construct and develop a boutique beach side hotel and amenities 
normally associated with a hotel, construct a new bar, gymnasium, restaurant and pool, 
replenish the beach and expansion of the greenspace footprint, improve the storm water 
drainage onsite and the immediate area by installing underground storm water drains, 
and create additional parking. The proposed project is located on Plots 108-EB, EC, and 
ED, 47-AA, 109 C, D, E, S, T, and R Estate LaGrande Princess, St. Croix, USVI.
