Dear Commissioner Oriol: 
The Virgin Islands Fire and Emergency Medical Services (VIFEMS) respectfully requests a 
determination of Coastal Consistency for the Robert O’Connor Fire Station Reconstruction  
Project (PW 1383, Project No. 188966) located at Estate Enighed Parcel No. 303, Cruz Bay 
Quarter, St. John, VI.  
The fire station sustained damage during Hurricanes Irma and Maria, and FEMA’s Public 
Assistance Program has approved funding for the demolition and reconstruction of the station. 
The proposed activity is consistent to the maximum extent practicable with the Virgin Islands 
Coastal Zone Management Program and will be conducted in a manner consistent with such 
program. VIFEMS therefore requests a Consistency Determination. 
Attached is a detailed report, which demonstrates the project’s compliance with the Coastal Zone 
Management Program.
