COMMITTEE ON GOVERNMENT OPERATIONS, VETERANS AFFAIRS AND CONSUMER PROTECTION BILL NO. 36-0327 Thirty-Sixth Legislature of the Virgin Islands July 21, 2026 A resolution honoring and commending the St. Thomas Majorettes for over two decades of service to the Virgin Islands community, by promoting discipline, teamwork, leadership development, academic encouragement, personal growth and mentorship for youth, through the performing art of baton twirling PROPOSED BY: Senator Milton E. Bolques, Jr. WHEREAS, in 2006, the St. Thomas Majorettes (“STT Majorettes”) made its debut in 1 the Virgin Islands Carnival Children’s Parade with 40 charter members; 2 WHEREAS, since 2007, the STT Majorettes membership has been increased to over 80 3 girls; 4 WHEREAS, the current membership of the STT Majorettes is 100 girls strong, ranging 5 in age from three to 17 years old; 6 WHEREAS, the STT Majorettes provides a safe and enjoyable outlet for girls to express 7 their creative activities; 8 WHEREAS, the STT Majorettes provides a supportive environment that fosters the 9 personal, social, and academic development of its members; 10 WHEREAS, the craft of baton twirling is a means to develop its members self- 11 confidence, and self-discipline; 12 2 WHEREAS, the primary objective of STT Majorettes is to assist its members in 1 becoming strong women, with an overall positive image of themselves; 2 WHEREAS, in 2010, the STT Majorettes participated in the Caribbean Carnival Parade 3 in Washington, DC; 4 WHEREAS, the STT Majorettes has performed: 5 ➢ in the American Cancer Society’s Relay for Life; 6 ➢ in the Boy Scouts of America’s 100th Anniversary Parade; 7 ➢ in the Girl Scouts Parade; 8 ➢ during the Paradise Jam’s televised half-time show; 9 ➢ at various senior citizens’ homes in the St. Thomas/St. John district; 10 ➢ at the Hope, Inc. World Aids Day March; 11 ➢ at the January 5, 2015, and January 2, 2023, Virgin Islands Gubernatorial 12 inaugural activities; 13 ➢ by executing ambassadorial duties by performing at the inaugural visit of the 14 Oasis of the Seas cruise ship, by invitation of the Virgin Islands Department of Tourism; 15 and 16 ➢ at Carilec Energy Conference, by invitation of the Virgin Islands Water and 17 Power Authority; 18 WHEREAS, the STT Majorettes is directed by Patricia A. Thomas and a dynamic group 19 of volunteers; and 20 WHEREAS, the STT Majorettes has been awarded multiple cultural awareness awards; 21 Now, Therefore, 22 Be it resolved by the Legislature of the Virgin Islands: 23 SECTION 1. The Legislature of the Virgin Islands, on behalf of the people of the Virgin 24 Islands, honors and commends the St. Thomas Majorettes for over two decades of service to 25 3 the Virgin Islands community, by promoting discipline, teamwork, leadership development, 1 academic encouragement, personal growth and mentorship for youth, through the performing 2 art of baton twirling. 3 SECTION 2.
