WHEREAS, Article VII of the agreement executed by and between Diageo USVI, Inc.,

and the Government of the Virgin Islands, dated June 17, 2008, and ratified by Act No. 7012, 
2 
in pertinent part provides that money deposited into the Communities Facilities Trust shall be 
3 
administered by the Virgin Islands Public Finance Authority to be used for “community and/or 
4 
sports facilities or urban redevelopment projects . . . which projects shall be recommended by 
5 
the Governor and subject to approval by the Legislature[]”; 
6 
WHEREAS, pursuant to Article VII of the agreement executed by and between Diageo 
7 
USVI, Inc., and the Government of the Virgin Islands, dated June 17, 2008, and ratified by Act 
8 
No. 7012, the Legislature of the Virgin Islands does not have the authority to appropriate money 
9 
from this account unless it is upon the written recommendation of the Governor; 
10 
WHEREAS, by letter dated November 7, 2023, the Governor of the Virgin Islands 
11 
endorsed the appropriation of $900,000 from the Community Facilities Trust Fund to construct 
12 
an equestrian training facility in Estate Body Slob, St. Croix, Virgin Islands; Now, Therefore 
13

Be it enacted by the Legislature of the Virgin Islands:

SECTION 1.  The sum of $900,000 is appropriated to the Virgin Islands Department of 
2 
Sports, Parks and Recreation in the fiscal year ending September 30, 2024, from the 
3 
Community Facilities Trust Fund to construct an equestrian training facility in Estate Body 
4 
Slob, St. Croix, Virgin Islands.

BILL SUMMARY

This bill provides for the appropriation of $900,000 from the Community Facilities Trust 
7 
Fund to the Virgin Islands Department of Sports, Parks and Recreation for the construction of 
8 
an equestrian training facility in Estate Body Slob, St. Croix, Virgin Islands.
