YOU ARE HEREBY COMMANDED by the Thirty-Sixth Legislature of the Virgin 
Islands, Committee on Culture, Youth, Aging, Sports, and all and singular business and excuses 
set aside, to appear before the Committee on Culture, Youth, Aging, Sports, and Parks located 
at the Frits E. Lawaetz Conference Room, #20 Estate Golden Rock, Christiansted, St. Croix on 
July 18, 2025, at 10:00 a.m. 
 
(a) 
Your attendance is required to give testimony on all matters relating to the status 
and timeline of the Paul E. Joseph Stadium project. 
 
“Relating to” means pertaining to, on the subject of, embodying, reflective, referring to, 
mentioning, referencing, discussing, addressing, showing, demonstrating, constituting, or 
being factually or logically connected to referenced matter. 
 
Your testimony must include the following: 
 
(a) 
Written statement outlining the Department of Public Works’ role, statutory, and 
oversight mechanisms for the Paul E. Joseph Stadium project; 
 
(b) 
A full recent project update and project schedule; 
 
(c) 
Construction milestones and schedules; 
 
(d) 
Funding sources and allocations breakdown and financial summary showing total 
budget, obligated funds, and expenditures to date; 
 
(e) 
Change orders or contract amendments with explanations for scope or cost 
adjustments; and 
 
(f) 
Current and past bimonthly reports submitted to the Legislature. 
 
This subpoena is directed to you pursuant to the following provisions: 
 
(1) 
Section 6, subsection (g) of the Revised Organic Act of the Virgin Islands; 
 
(2) 
Title 2 Virgin Islands Code, chapter 1, section 3; and 
 
(3) 
Rule 308 of the Rules of the Thirty-Sixth Legislature of the Virgin Islands.

Failure to comply with this subpoena subjects the recipient to contempt proceedings 
under title 2 Virgin Islands Code, sections 7, 8, and 9. 
 
This subpoena was approved on June 11, 2025, by a unanimous vote of the members of 
the Committee on Culture, Youth, Aging, Sports, and Parks of the Thirty-Sixth Legislature of 
the Virgin Islands, a quorum being present.
