An Act approving the multi-year lease agreement between the Government of the Virgin 
Islands, acting through its Commissioner of the Department of Property and Procurement and 
Rumina Construction, LLC, for Parcel No. 92 A (Revised) Submarine Base, No. 6 Southside 
Quarter, St. Thomas, Virgin Islands, to operate an equipment and material storage depot yard, 
construction company office, and other related purposes

WHEREAS, on August 28, 2023, the Governor of the Virgin Islands approved the lease

agreement between the Government of the Virgin Islands and Rumina Construction, LLC for a 
2 
term of 10 years with the option to renew for two additional terms of 5 years;

WHEREAS, Rumina Construction, LLC will be leasing Parcel No. 92 A (Revised) 
4 
Submarine Base, No. 6, Southside Quarter, St. Thomas, United States Virgin Islands, consisting 
5 
of 30,882 U.S. sq. ft. or 0.71 U.S. acre(s) of unimproved land more-or-less, as shown on O.L.G 
6 
Map No. D9-8489-T010, zoned P (Public Use), to operate an equipment and material storage 
7 
depot yard, construction company office, and other related purposes;

WHEREAS, the rent will be $24,000 per annum, payable in equal monthly installments 
9 
of $2,000; and

WHEREAS, title 31 Virgin Islands Code, chapter 21, section 205, subsection (c) 
1 
provides that in addition to the Governor’s approval of any lease, the Legislature of the Virgin 
2 
Islands must approve all leases exceeding a term of one year; Now, Therefore, 
3 
Be it enacted by the Legislature of the Virgin Islands: 
4 
SECTION 1.  Pursuant to title 31 Virgin Islands Code, section 205, subsection (c), the 
5 
Legislature of the Virgin Islands approves the lease agreement between the Government of the 
6 
Virgin Islands, acting through its Commissioner of the Virgin Islands Department of Property 
7 
and Procurement and Rumina Construction, LLC for Parcel No. 92 A (Revised) Submarine 
8 
Base, No. 6, Southside Quarter, St. Thomas, Virgin Islands, consisting of a 30,882 U.S. sq. ft. 
9 
or 0.71 U.S. acre(s) of unimproved land more-or-less, as shown on O.L.G Map No. D9-8489-
10 
T010, zoned P (Public Use), to operate an equipment and material storage depot yard, 
11 
construction company office, and other related purposes.
