Dear Mr. Schindler: 
The Environmental Protection Agency (EPA )has reviewed Harding Lawson Associates (HLA) 
proposal for additional work at the Island Chemical site as outlined in your letter dated April 12, 
1996. 
EPA has the following comments regarding HLA's proposed activities: 
• 
A map illustrating the locations of the proposed surface soil and soil boring location is 
necessary. 
• 
The number of samples to be collected from each boring should be stated. Additionally, it 
should be specified what criteria will be used to determine the total number of borings to be 
installed. 
• 
It should be specified that soil samples will be analyzed for TCL volatile organic 
compounds. 
• 
It should also be specified if the monitoring well previously proposed for the tank farm area 
will be installed.
