An act amending title 31 Virgin Islands Code, chapter 23, by adding section 236c providing that 
contractors and subcontractors who have executed contracts with the Government of the Virgin 
Islands for disaster recovery projects must give first priority for procurement of goods, services, 
or equipment to licensed local contractors, equipment providers and heavy equipment operators

Be it enacted by the Legislature of the Virgin Islands:

SECTION 1.  Title 31 Virgin Islands Code, chapter 23 is amended by adding the

following section 236c:

Ҥ236c.  All contractors and subcontractors who have executed contracts with the 
4 
Government of the Virgin Islands for any disaster recovery project paid for with federal 
5 
funds or with money from the Treasury of the Government of the Virgin Islands shall give 
6 
first priority for procurement of goods, services, or equipment to local contractors, 
7 
equipment providers and heavy equipment operators who are licensed by the Department 
8 
of Licensing and Consumer Affairs and are in good standing.”

BILL SUMMARY

This bill requires all contractors and subcontractors who have executed contracts with the 
11 
Government of the Virgin Islands for disaster recovery projects to give first priority for 
12 
procurement of goods, services, or equipment to licensed local contractors, equipment providers 
13 
and heavy equipment operators.
