As Senator At Large of the 36th Legislature of the Virgin Islands, and in my continued effort to ensure 
transparency and accountability in public infrastructure expenditures, I respectfully request a comprehensive 
financial ledger and report from the Department of Finance. 
Specifically, I am requesting documentation of all processed payments, including processed checks, 
processed wire transfers, and processed ACH logs, related to the Paul E. Joseph construction project spanning 
from the year 2014 through the current fiscal year 2025. These records are crucial for a thorough review of 
public spending and project management tied to this long-standing and significant capital improvement 
initiative.
