INTERNATIONAL TECHNOLOGY CORPORATION June 30 1994 IT Project No. 409830.001 Ms. Caroline Kwan Project Manager USEPA - Region II 26 Federal Plaza, Room 737 New York, NY 10278 Transmittal of Work Plan for Evaluation and Interim Remediation of Soils, O'Henry Laundry Tutu. St. Thomas. US Virgin Islands Dear Ms. Kwan: On behalf of L'Henri, Inc., IT Corporation (IT) is pleased to provide two copies of the above- referenced document. The document incorporates changes based on your comments on the draft document and an our phone conversation of June 19, 1994. The changes included in the document are for containerizing the removed soil and storing in compliance with 40CFR 265 Subpart I "Use and Management of Containers". Also, because overexcavation will occur in order to maintain safe slope angles on the excavation, I have included a provision to field screen soils, to segregate excavated soils that have no detection for PCE and use this material for backfill. In addition, a contingency is built in to place piping for SVE into the excavation, before backfilling, if physical or safety considerations limit the extent of the excavation before all of the contaminated soil is removed. Thank you for your consideration. IT expects to begin work approximately two weeks after receipt of your approval (and contingent on obtaining an earth change permit from the Department of Planning and Natural Resources). You will be notified two weeks in advance of field work beginning. In the meantime, if you have any questions, please call me or Attorney Nancy D'Anna. Sincerely, Belinda K. Price, R.P.G.
