An Act providing an appropriation for the salaries and expenses of the University of the Virgin 
Islands for the fiscal year October 1, 2023, through September 30, 2024

Be it enacted by the Legislature of the Virgin Islands:

SECTION 1.  The sum of $29,005,458, or as much as may be necessary, is appropriated 
2 
from the General Fund of the Treasury of the Government of the Virgin Islands to be transferred 
3 
to the University of the Virgin Islands Fund for expenditure by the University of the Virgin 
4 
Islands during the fiscal year ending September 30, 2024, for the purposes hereinafter named 
5 
in this section in accordance with the provisions of title 17 Virgin Islands Code, chapters 33 
6 
and 35: 
7 
(a) 
For salaries, including pay for regular and temporary employees; salary increases; 
8 
employer's FICA and retirement contributions; overtime compensation of hourly rated 
9 
employees; books, magazines, teaching materials and audio-visual supplies; equipment and 
10 
supplies for offices, classrooms, laboratories, library, student and faculty lodging; recreational 
11

and common rooms; dormitories; repair, improvement and maintenance of the University 
1 
campus and its buildings and other appurtenances; contracted, outside services, such as legal, 
2 
architectural, auditing and printing services; and payment of other legitimate expenses of the 
3 
University, including principal and interest of bonds and notes in accordance with the 
4 
provisions of title 17 Virgin Islands Code, chapter 33 and 35.

(b) 
For incidental expenses including travel expense and per diem of University 
6 
faculty, administrative and other employees, and members of advisory councils, boards and 
7 
overseers; family travel and moving expenses from other points of the Virgin Islands for new 
8 
staff members; and for the expenses of such conference and workshops as may be approved by 
9 
the Board of Trustees.

(c) 
The sum of $1,200,000 is hereby appropriated out of the General Fund of the 
11 
Treasury of the Virgin Islands to the University of the Virgin Islands to fund salary increases 
12 
in fiscal year 2024.

SECTION 2.  To supplement the sums appropriated by this act, the Board of Trustees 
14 
may levy such fees for tuition, housing, food services, and the use of university-owned 
15 
buildings as may be reasonable and proper, devoting such fee income solely to the purposes 
16 
specified subsections (a) and (b) of section 1 of this act.  The Board of Trustees may continue 
17 
to make every effort to secure gifts, grants and loans to the University of the Virgin Islands 
18 
from private individuals, foundations, and federal government agencies and to utilize such gifts, 
19 
grants, and loans for the purposes specified by the donor or lender.

SECTION 3.  There is appropriated from the General Fund of the Treasury of the 
21 
Government of the Virgin Islands for the fiscal year ending September 30, 2024, the sum of 
22 
$2,808,059 to the University of the Virgin Islands for the payment of debt service costs of the 
23 
University of the Virgin Islands.

SECTION 4.  There is appropriated from the General Fund of the Treasury of the

Government of the Virgin Islands for the fiscal year ending September 30, 2024, the sum of 
2 
$300,000 to the University of the Virgin Islands to provide matching grants for the Small 
3 
Business Development Center pursuant to title 17 Virgin Islands Code, chapter 33, section 474.

SECTION 5.  There is appropriated from the General Fund of the Treasury of the 
5 
Government of the Virgin Islands for the fiscal year ending September 30, 2024, the sum of 
6 
$100,000 to the University of the Virgin Islands for senior citizens' tuition, pursuant to title 17 
7 
Virgin Islands Code, chapter 33, section 475.

SECTION 6.  There is appropriated from the General Fund of the Treasury of the 
9 
Government of the Virgin Islands for the fiscal year ending September 30, 2024, the sum of 
10 
$150,000 to the University of the Virgin Islands for valedictorian and salutatorian scholarships 
11 
pursuant to title 17 Virgin Islands Code, chapter 33, section 476.

SECTION 7.  There is appropriated from the General Fund of the Treasury of the 
13 
Government of the Virgin Islands for the fiscal year ending September 30, 2024, the sum of 
14 
$100,000 to the Community Engagement and Lifelong Learning (CELL) Program for use for 
15 
vocational education programs.

SECTION 8.  There is appropriated from the General Fund of the Treasury of the 
17 
Government of the Virgin Islands for the fiscal year ending September 30, 2024, the sum of 
18 
$200,000 for the Green Technology Program pursuant to Act No. 7222.

SECTION 9.  There is appropriated from the General Fund of the Treasury of the 
20 
Government of the Virgin Islands for the fiscal year ending September 30, 2024, the sum of 
21 
$355,901 to the University of the Virgin Islands for the University Bound Program, formerly 
22 
the Upward Bound Program.

SECTION 10.  There is appropriated from the General Fund of the Treasury of the

Government of the Virgin Islands for the fiscal year ending September 30, 2024, the sum of 
2 
$100,000 to the University of the Virgin Islands for the Senior Reserve Officers’ Training Corps 
3 
Program.

SECTION 11.  There is appropriated from the General Fund of the Treasury of the 
5 
Government of the Virgin Islands for the fiscal year ending September 30, 2024, the sum of 
6 
$300,000 to the University of the Virgin Islands for the Virgin Islands Academic and Cultural 
7 
Awards Endowment.

SECTION 12.  There is appropriated from the General Fund of the Treasury of the 
9 
Government of the Virgin Islands for the fiscal year ending September 30, 2024, the sum of 
10 
$80,000 to the University of the Virgin Islands for the Social Work Program Accreditation.

SECTION 13.  There is appropriated from the General Fund of the Treasury of the 
12 
Government of the Virgin Islands for the fiscal year ending September 30, 2024, the sum of 
13 
$100,000 to the University of the Virgin Islands for the maintenance and security of John 
14 
Brewer’s Beach.

SECTION 14. There is appropriated from the General Fund of the Treasury of the 
16 
Government of the Virgin Islands for the fiscal year ending September 30, 2024, the sum of 
17 
$400,000 to the University of the Virgin Islands for the Bachelor of Science in Nursing - St. 
18 
Croix campus.

SECTION 15.  There is appropriated from the General Fund of the Treasury of the

Government of the Virgin Islands for the fiscal year ending September 30, 2024, the sum of 
21 
$150,470 to the University of the Virgin Islands for the Virgin Islands Caribbean Cultural 
22 
Center.

$459,345 to the University of the Virgin Islands for the Hospitality and Tourism Program.

SECTION 17.  There is appropriated from the General Fund of the Treasury of the

Government of the Virgin Islands for the fiscal year ending September 30, 2024, the sum of 
5 
$989,912 to the University of the Virgin Islands for the Agricultural Science and Aquaculture 
6 
Program.

SECTION 18.  There is appropriated from the General Fund of the Treasury of the 
8 
Government of the Virgin Islands for the fiscal year ending September 30, 2024, the sum of 
9 
$615,502 to the University of the Virgin Islands for the Master’s Program in Social Work on 
10 
the Albert A. Sheen campus.

SECTION 19.  There is appropriated from the General Fund of the Treasury of the 
12 
Government of the Virgin Islands for the fiscal year ending September 30, 2024, the sum of 
13 
$115,000 to the University of the Virgin Islands for the Summer Bridge Program.

SECTION 20.  There is appropriated from the General Fund of the Treasury of the 
15 
Government of the Virgin Islands for the fiscal year ending September 30, 2024, the sum of 
16 
$110,000 to the University of the Virgin Islands for the Labor Force Scholarship.

SECTION 21.  There is appropriated from the General Fund of the Treasury of the 
18 
Government of the Virgin Islands for the fiscal year ending September 30, 2024, the sum of 
19 
$150,000 to the University of the Virgin Islands for the Congressional Scholarship Program.

SECTION 22.  There is appropriated from the General Fund of the Treasury of the 
21 
Government of the Virgin Islands for the fiscal year ending September 30, 2024, the sum of 
22 
$250,000 to the University of the Virgin Islands for the EPSCOR.

SECTION 23.  There is appropriated from the General Fund of the Treasury of the

Government of the Virgin Islands for the fiscal year ending September 30, 2024, the sum of 
2 
$27,500 for the Inclusive Early Childhood Education Program in the School of Education.

Inclusive Early Childhood Education Program student majors and early care and education 
4 
professionals will be engaged in a variety of professional development opportunities to enhance 
5 
and supplement courses offered.

SECTION 24.  There is an appropriated from the General Fund of the Treasury of 
7 
Government of the Virgin Islands for the fiscal year ending September 30, 2024, the sum of 
8 
$75,000 for the Office of Self-Determination & Constitutional Development.

SECTION 25.  There is appropriated from the General Fund of the Treasury of the 
10 
Government of the Virgin Islands for the fiscal year ending September 30, 2024, the sum of 
11 
$175,000 for the UVI Simulation Center Maintenance and Supplies.

SECTION 26.  There is appropriated from the General Fund of the Treasury of the 
13 
Government of the Virgin Islands for the fiscal year ending September 30, 2024, the sum of 
14 
$250,000 for the UVI CELL Surveyor Program.

SECTION 27.  There is appropriated from the General Fund of the Treasury of the 
16 
Government of the Virgin Islands for the fiscal year ending September 30, 2024, the sum of 
17 
$100,000 for the UVI CELL Appraisers Program.

SECTION 28.  There is appropriated from the General Fund of the Treasury of the

Government of the Virgin Islands for fiscal year ending September 30, 2024, the sum of

$484,146 for the Construction Manager Program.
