PUBLIC NOTICE 
 
Commissioner Jean-Pierre L. Oriol of the Department of Planning and Natural Resources informs the public that 
the following St. John Coastal Zone Management (CZM) Committee Meeting is scheduled for Wednesday, May 13, 
2026, at 4:00pm. This meeting will be held via the video conferencing platform Microsoft Teams. 
 
The agenda is as follows:  
 
Public Hearing (Testimony will be heard) 
Public Hearing for Federal Consistency Determination No. CZM0006-26- Virgin Islands Department of 
Sports Parks and Recreation- Winston Wells Ballpark Concession Kiosk and Bleachers Demolition and 
Construction. The project consists of the demolition and construction of an approximately 650 square-foot two-
story circular reinforced concrete gazebo pavilion and a 680 square- foot reinforced concrete dual bleacher 
system to improve resilience and restore the essential community recreational infrastructure. The project is 
located at Parcel 302, Estate Contant & Enighed, St. John, U.S. Virgin Islands. 
 
Decision Meeting (Testimony will not be heard)  
Decision Meeting for Major Coastal Zone Management No. CZMO-MJ0001 26- The Westin Hotel, St. John- 
Modification. The project proposes to install a new larger Reverse Osmosis Plant (RO) due to its current water 
demands. The new building will be constructed to house the new RO, and a new larger diameter seawater intake 
line will be installed. The existing seawater RO intake line is 8 inches in diameter and new line will be 12 inches 
in diameter. The project is located at The Westin Resort, St. John, Parcel 300A, Estate Chocolate Hole Great Cruz 
Bay, St. John, U.S. Virgin Islands. 
 
Decision Meeting (Testimony will not be heard)  
Decision Meeting for Federal Consistency Determination No. CZM0046 25- Virgin Islands Fire and 
Emergency Services- Robert O’Connor Fire Station Reconstruction Project. The project proposes demolition 
and reconstruction of the fire station. The new structure will be two (2) stories measuring approximately 9,300 
gross square feet. The proposed facility will be constructed in virtually the same footprint as the existing with a 
minor expanded footprint to accommodate the additional square footage. The existing facility will be demolished 
prior to the commencement of new construction. The project site is located at Estate Enighed Parcel No. 303, Cruz 
Bay Quarter, St. John, VI 00801.
