Capehart Be it enacted by the Legislature of the Virgin Islands: 1 SECTION 1. Title 3 Virgin Islands Code, chapter 9, section 138, subsection (a) is 2 amended by designating paragraph (11) as paragraph (12) and inserting a new paragraph (11) 3 that reads as follows: 4 “(11) operate and maintain the Virgin Islands Transit System (VITRAN), and provide 5 public transportation services on St. Croix, St. Thomas, and St. John, seven days a week, 6 including on an abbreviated weekend and holiday schedule.” 7 SECTION 2. (a) The sum of $500,000 is appropriated in the fiscal year ending 8 September 30, 2025, from the Transportation Trust Fund of the Treasury of the Government of 9 the Virgin Islands to the Virgin Islands Department of Public Works to be equally divided 10 between the Districts of St. Croix and St. Thomas/St. John to effectuate the mandate in Section 11 1. 12 2 (b) The funds appropriated in Section 1 remain available until expended. 1 BILL SUMMARY 2 The bill codifies the authority of the Department of Public Works to operate and maintain 3 the VITRAN and requires that VITRAN to provide transportation services seven days a week, 4 including weekends and holidays on St. Croix, St. Thomas, and St. John. 5 BR24-1329/October 29, 2024/AA 6
