Ameri-
can
proposal
to
lay
openly
before
the

world all
the treaties
and
understand-

ings that relate

China, met
with
an

unexpected
set
back
today,
when
it

came
before the Far
Eastern
committee

of the Arms conference
for formal adop-
|
tion.
Although
such
a
siep
had
been
agreed
to vesterday
in
principle,
the
‘
problem
of
defining the
exact
scope of
|
the agreement
precipitated
a long debate
|
and after several changes
nad been
made
|
in the
draft presented
by the
American
|
delegation,
final action
was postponed
at
|
the
suggestion
of Japan.
The Commit-
|
tee
did adopt,
however,
a
resolution
|
expressing
the hopeof
the
powers
that
|
China speedily
would
reduce
the
large
|
military
forces
now maintained
within
|
her
borders.
Meantime
in another
sub-
|
division
of the
conference,
the ground
|
work was
laid for another
international
|
gathering,
which
some delegates
seemed
|
to regard
as
a partial realization of Pre-

sident
Harding’s plan fora
conticuing
