Design challenges included developing a life cycle analysis to show the benefits of demolishing the aging asphalt apron and replacing with new slip form concrete. The life cycle analysis for this project showed an economic benefit to using Portland Cement Concrete pavement in lieu of asphalt with a break even cost at year 16, providing an overall savings to the client of approximately $1M over a 50-year period. Total construction cost for the 13,000 SY apron was $3.8M TW-RW-AIRFIELD VAULT (RUNWAY SHOULDER PAVING PROJECT) This Project is currently on-going and is in the final stages of completion. Construction was funded over two separate grants and included the construction of new 25-ft wide paved shoulders, the replacement of the existing airfield lighting with new LED edge lights, and the construction and relocation of the existing electrical vault building to a new location. Project challenges included phasing of the project to keep runway lighting operational throughout construction and installation of the new electrical equipment. The project also including upgrading the ALCMS computer and display boards in the Tower with remote access from roaming laptops. ($7.1M) RUNWAY 10-28 REHABILITATION The project consisted of the design and construction administration for the rehabilitation of Runway 10-28 at Henry E. Rohlsen Airport in St. Croix, U.S. Virgin Islands. The airport’s only runway is 10,000 feet long by 150 feet wide and had to remain open during the day for commercial, cargo, military, and general aviation traffic. The design considered night-time work, following FAA’s guidelines on off-peak construction, which was required to construct the project. The project included variable milling of the existing asphalt, repair of existing reflective cracking, installation of a crack relief membrane, and placement of a new variable thickness asphalt surface. The project also included the reconstruction and expansion of the existing Runway 28 blast pad. The project was designed and constructed in two phases. Phase 1: completed in 2011 included the eastern 7,500 feet of the runway. Phase 2: completed in 2017 and included the mill and overlay of the keel section of the western 2,500 feet of the runway and sealcoating of the remaining portion of the runway and a portion of the parallel Taxiway A. NEW AIRPORT RESCUE AND FIREFIGHTING FACILITY AID served as the Engineer of Record and provided Construction Administration Services for this project. The project included the planning, programming, design, and construction inspections of a new ARFF building, new airside ARFF vehicle parking apron, landside access road and vehicular parking, utilities (water, sewer, power, data), and security fencing and gate. The project also includes an airside roadway which will extend from the ARFF parking apron to Taxiway A. The previous ARFF station at STX was severely undersized and barely provided adequate space to support the type of services provided by the ARFF firefighters including aircraft incidents/accident response, structural firefighting, emergency medical response, spill control and hazardous materials response, fire safety inspections, fire, and EMS training to tenants, etc. APRON PAVEMENT RECONSTRUCTION REHABILITATION The design scope of work included the reconstruction of the concrete Air Carrier Terminal Apron, and the development of a new parking plan for all terminal aircraft parking positions, including construction-phasing plans for the same. The existing concrete apron originally constructed by the Army Corps of Engineers is over 50 years old and includes an inactivated underground fueling system. There are only two concrete plants on the island. All pipe and associated materials are brought in from off island. Phase 1: total cost of $6.0M, has been designed and was awarded a FAA Entitlement and Discretionary grant for construction for FY 2014. Phase 2: awarded a FY 2015 grant and construction began in April 2015. AID under the General Consulting Contract for the Henry E.
