GOVERNMENT OF THE VIRGIN ISLANDS OF THE UNITED STATES PUBLIC SERVICES COMMISSION IN RE: ) Docket No. 650 ) Order No. 62/2017 APPLICATION OF VIRGIN ISLANDS WASTE ) MANAGEMENT AUTHORITY FOR SOLID ) WASTE TIPPING FEES ) ) ORDER WHEREAS, on October 9, 2015, the Virgin Islands Waste Management Authority’s (hereinafter “Authority” or “WMA”) submitted an Application for Solid Waste Tipping Fees to the Virgin Islands Public Services Commission (hereinafter “PSC” or “Commission”); and WHEREAS, WMA’s Application requested that the Commission approve fees to be levied against solid waste collection haulers and other customers disposing of certain quantities and types of waste at the Territory’s waste processing and disposal facilities; and WHEREAS, on October 27, 2015, the Commission held a Special Meeting in both its offices on St. Thomas and St. Croix, United States Virgin Islands and appointed both Attorney Lorin M. Kleeger as Hearing Examiner and Mr. Avery Williams, as Technical Consultant; and WHEREAS, on February 16 through 18, 2016, the Hearing Examiner conducted public hearings on the proposed tipping fees, members of the public, WMA and PSC staff provided testimony and comments; and WHEREAS, on April 19, 2016, the Commission held a Special Meeting in both its offices on St. Thomas and St. Croix, United States Virgin Islands and the hearing examiner presented his report, and WMA’s and the Commission’s staff provided testimony before the Commission; and WHEREAS, the Commission accepted the Report and Recommendations of the Hearing Examiner, including the requested rates therein at the following amounts per ton: 1) a) Municipal Solid Waste (Household/Businesses) $52.13 b) Construction & Demolition $65.26 c) Green Waste (trees, leaves, grass, etc.) $52.13 d) Fill Waste (sand, soil, spoils, sludge) $31.28 e) Scrap Metal (autos, appliances, etc.) $39.15 f) Mixed Waste $65.26
