A er a ending the mee ng, the Maison de Poincy Condominium Associa on remains unequivocally opposed to rezoning Parcel 6a Beeston Hill to a B-2 designa on, and we wish to add the following comments: 1. We welcome the development of housing on plot 6a Beeston Hill, and do not oppose residen al use. What we oppose is the sweeping rezoning from R-1 to B-2. Rezoning the 15.94-acre parcel risks future commercial encroachment and loss of residen al land ʹ land that should remain protected for the benet and privilege of Virgin Islanders seeking homes today and for genera ons to come. 2. The Applicant has stated that 3 ʹ 4 acres will be used for housing, leaving approximately 12 ʹ 13 acres unaddressed. Once rezoned, the en re property could be developed for non-residen al uses inconsistent with the Virgin Islands͛ residen al needs. 3. While housing development is allowed under B-2 zoning, it is equally permi ed as a ma er of right under at least nine other zoning designa ons, including R-1, R-2, and R-3 (see 29 V.I.C. § Maison de Poincy Condominium Association Ms. LaPlace-Ma hew September 24, 2025 DPNR Page 2 228). A B-2 designa on is therefore unnecessary to achieve the stated goal of housing development. 4. As former Senator Alicia Barnes eloquently stated in the past, spot-zoning undermines sound planning and must be a thing of the past. We agree. Approving a B-2 designa on for what is essen ally a residen al project would erode the zoning map and weaken the tools designed to balance growth with neighborhood stability. If the Applicant͛s true intent is limited to residen al development, appropriate pathways already exist including subdivision, a group dwelling permit, a planned area development, or an appropriate residen al rezoning. Protec ng the integrity of Beeston Hill͛s residen al zoning is essen al to ensuring that Virgin Islanders have the privilege of land reserved for homes ʹ not commercial expansion.
