Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.), as follows: I have determined that the damage in certain areas of the Territory of the U. S. Virgin Islands resulting from Hurricane Bertha on July 8–9, 1996, is of sufficient severity and magnitude to warrant a major disaster declaration under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (‘‘the Stafford Act’’). I, therefore, declare that such a disaster exists in the Territory of the U.S. Virgin Islands. Further, you may provide reimbursement for debris removal and emergency protective measures under the Public Assistance program. Additional categories of assistance may be provided under Public Assistance, if warranted. Consistent with the requirement that Federal assistance be supplemental, any Federal funds provided under the Stafford Act for Public Assistance or Hazard Mitigation will be limited to 75 percent of the total eligible costs.
