COMMITTEE ON EDUCATION AND WORKFORCE DEVELOPMENT BILL NO. 36-0251 Thirty-Sixth Legislature of the Virgin Islands February 10, 2026 An act amending title 3 Virgin Islands Code, chapter 7, section 96 regarding the Department of Education providing the University of the Virgin Islands access to public high schools for recruitment purposes PROPOSED BY: Senator Kenneth L. Gittens Be it enacted by the Legislature of the Virgin Islands: 1 SECTION 1. Title 3 Virgin Islands Code, chapter 7, section 96, subsection (a) is 2 amended by designating item (15) as item (18) and inserting the following items (15) (16) and 3 (17): 4 “(15) (a) require each public high school in the Virgin Islands to maintain a designated 5 space for a University of the Virgin Islands (“UVI”) promotional kiosk, which may consist of: 6 i. a flatscreen television or computer connected to a network with internet access 7 to display digital brochures, videos, and presentations; and 8 ii. printed materials including pamphlets, brochures and posters promoting UVI’s 9 programs and admissions opportunities. 10 (b) The materials in subsection (a) shall be placed in: 11 i. the school library; 12 ii the guidance counselor’s office; 13 iii. the main administrative office; and 14 iv. the school’s college and career readiness center, if applicable. 15 2 (16) enter a Memorandum of Understanding with UVI to: 1 i. ensure regular updating of UVI promotional material; and 2 ii. coordinate delivery of promotional material to all public high schools; and 3 facilitate staff training where necessary to support dissemination of UVI information. 4 (17) require all high school guidance counselors employed by the Department to 5 maintain current UVI promotional materials and actively promote UVI programs to students 6 during career and college readiness discussions.” 7 SECTION 2. UVI shall include the cost of implementing the program in its annual 8 General Fund appropriation. 9 BILL SUMMARY 10 This bill requires the Department of Education and the University of the Virgin Islands 11 to promote higher learning at UVI through audiovisual methods at the public high schools and 12 also requires that printed material be readily available to ensure that public high school students 13 receive appropriate information to obtain a college degree from UVI. 14 BR25-0740/August 4, 2025/AA 15
