An act ratifying the Governor of the Virgin Islands’ approval of Major Coastal Zone Permit 
No. CZT-09-22(W) granted to Anquet, Inc.

WHEREAS, on November 25, 2025, the St. Thomas Committee of the Virgin Islands

Coastal Zone Commission approved Major Coastal Zone Permit No. CZT-09-22(W) (“the 
2 
Permit”) for Anquet, Inc. (“the Permittee”); 
3 
WHEREAS, on December 7, 2025, the Governor of the Virgin Islands approved the 
4 
Permit; 
5 
WHEREAS, the Permit allows the Permittee the continued use and occupancy of the 
6 
existing structures on submerged lands which consists of two fixed piers, two docks and two 
7 
tee docks located seaward of Plot 62, Estate Honduras, St. Thomas, Virgin Islands;  
8 
WHEREAS, the Permit expires 20 years after the effective date with the option to renew 
9 
the Permit within 90 days before the Permit expires, and the fees are subject to negotiations; 
10 
and

WHEREAS, pursuant to title 12 Virgin Islands Code, chapter 21, section 911, subsection 
12 
(e), the Legislature of the Virgin Islands must ratify the Governor’s approval of a major coastal 
13 
zone permit; Now, Therefore,

Be it enacted by the Legislature of the Virgin Islands:

SECTION 1.  Pursuant to title 12 Virgin Islands Code, chapter 21, section 911, 
2 
subsection (e), the Legislature of the Virgin Islands ratifies the Governor of the Virgin Islands 
3 
approval of Major Coastal Zone Permit No. CZT-09-22(W) granted to Anquet, Inc.
