St. Thomas, USVI – The Virgin Islands Police Department Records Bureaus on St. Thomas 
and St. John will be closed early at 12:00 p.m. on Friday, July 28, 2023, for employees to 
attend the viewing of Detective Delberth Phipps, Jr.
